--- Das US-Außenministerium hat den zunächst nur in Teilen bekannt gewordenen Terrorbericht jetzt doch noch veröffentlicht -- und zwar unter dem neuen Titel Country Reports on Terrorism. Agenturberichte dazu auf deutsch sind inzwischen verfügbar: Das US-Außenministerium hat im vergangenen Jahr fast drei Mal mehr Terroranschläge und Todesopfer durch Attentate gezählt als 2003. Danach wurden 2004 weltweit bei etwa 650 terroristischen Anschlägen 1907 Personen getötet und rund 7000 verletzt. Die größte Gefahr gehe weiter vom Netzwerk al-Kaida aus. ... "Terrorismus bleibt die weltweit größte Gefahr, gegen die kein Land immun ist", sagte der Rechtsberater im Außenministerium Philip Zelikow bei der Vorlage des Berichts. Der Trend von einer zentralen Terrorplanung hin zu lokalen Gruppen, die die Anschläge begehen, mache eine enge internationale Zusammenarbeit unabdingbar. ... In dem Bericht wird den sechs Ländern Kuba, Iran, Libyen, Nordkorea, Sudan und Syrien vorgeworfen, Terrorismus weiter als Mittel ihrer Politik einzusetzen. Weltweit stuft das Außenministerium 40 Gruppen als Terrororganisationen ein. ... Das Nationale Terrorabwehrzentrum der USA kündigte für Juni eine eigene Liste an. Sie soll auf einer "realistischeren Definition von Terrorismus" beruhen, wie der amtierende Direktor des Zentrums, John Brennan, sagte. Dann sei mit einer weiteren Zunahme der Fallzahlen zu rechnen.

Der 137-seitige Report ist auf jeden Fall lesenswert. Die al-Qaida-Ideologie wird beispielsweise so umschrieben:

Al-Qa’ida’s public statements have sought to promulgate the following tenets of its ideology:

• This is a clash of civilizations. Militant jihad is a religious duty before God, and therefore necessary for the salvation of one’s soul as well as for the defense of the Muslim nation.
• Only two camps exist. There can be no middle ground in an apocalyptic showdown between Islam and “the forces of evil,” defined not merely as “the West” but also Muslims that do not share al-Qa’ida’s vision of “true Islam.”
• Violence by Muslims in the defense of Islam is the only solution. Peaceful existence with the West is a dangerous illusion.
• Many of the theological and legal restrictions on the use of violence by Muslims do not apply to this war. Given that the stakes are high, compunctions against violence only assist “the infidel.”
• US power is based on its economy. Therefore, large-scale, mass-casualty attacks — especially focused on US and other Western economic targets — are a primary goal.
• “Apostate” regimes must go. Muslim governments that cooperate with the West and that have not imposed Sharia law are religiously unacceptable and must be violently overthrown.
